Animation
Open your Animation Shop. Find your tag.
Click on the EFFECTS. Insert Image Effects.

Use these numbers
Effect length: 1.5secs
Frames per second: 9 fps
Effect: Underwater
Click on Customize.
Post number 5
Wawe: 1 

Now I copy one and one picture. Use the Airbrush and add only water rings.

Delete the first tag in the series. Click on View.
Save as gif if you like it.
